At least borderline.

In the past, Tamir were clearly spamming. He also plugged his website in every post for a while.
This time it is also unsolicited, even if it is a free tool, and it feels like at least borderline spam.

Occasionally I post a link to a tool I sell, but only when people ask about exactly the functionality my tool have. Other times I post links to free code on my blog.
I don't consider that spam, as it is a response to a specific question.

You also have to look at someones past behavior. Someone that been spamming in the past will be judged much harsher than someone who don't have a history of spamming, if a post is questionable.
